Inter alia, the Committee scrutinized a Bill (Reg. No.1364) on amendments to the several legislative acts of Ukraine regarding licensing of several types of economic activity, submitted by the President of Ukraine.
During the discussion the Committee members stated that "non-licensing of tourist business and therapeutic physical activity can make the State regulation of relations between the providers of tourist services and their customers impossible, and considerably complicate protection and provision of customers´ rights".
The Committee resolved to recommend that The Verkhovna Rada of Ukraine rejects the motion on exclusion of Paragraph 5 of Article 9 of the Law "On Licensing of Several Types of Economic Activity" and Article 27 of the Law "On Physical Culture and Sports", and does not alter the current system of licensing of tour operator and travel agent activity.
The Committee also scrutinized the Bill (Reg. No. 1363) on amendments to several legislative acts of Ukraine regarding obligatory certification and standardization.
The Committee members, the representatives of the Ministry of Culture and Tourism, the Scientific Research Institute of Measuring and Control Systems Metrology, tourist public organizations believe that "the sustem of certification and standardization of tourist services can not be destroyed in the country, in which the said services are at the stage of development, and the market fails to provide fully reliable regulating functions". They also emphasized that "hotel services are not subjects of either import, or export, and will not hamper trade".
The Committee resolved to recommend that The Verkhovna Rada of Ukraine leaves the Law "On Tourism" in the current version, and rejects the introduced amendments regarding cancellation of regulations concerning standardization and obligatory certification.
